A board of directors is in place to approve the plans of the volunteer-run organization. The board approves all fundraising projects, trips, promotional events and use of funds before any action is taken. Members of the board include medical professionals, legal and public relations advisers, and other community members concerned with the issues addressed by HART.

David L. Carter

B.S. in Computer Science from Weber State University

Founded Vertical Technologies, Inc. (VTI). His idea to create a bar code product line for the retail marketplace resulted in the development of an industry standard interface for bar code printers and Windows software. After becoming one of the best-selling bar code software vendors, VTI signed over 60% of the printer market to using their bar code standard interface. He then negotiated the sale of VTI to Zebra Technologies, a NASDAQ company (ZBRA).
Produced the productivity software Quickteam, and prompted his founding of Thoughtstar, an Internet collaboration developer. Severed as Thoughtstar's President and CEO for three years

Invited to serve as "Entrepreneur in Residence" for Wasatch Venture Fund. During his tenure at Wasatch, he negotiated several investments while mentoring Wasatch portfolio companies.
Currently, Mr. Carter serves on the Westminster technology board as well as the National Advisory Council at Weber State University. In addition, Carter sits on the board of several high tech companies and charitable organizations, and is a member of the Utah Angels.

Developed mathematical and computational models for analyzing vehicle aerodynamic and thermodynamic properties and systems.
Transferred to Ford's China Operations where he helped write, present and negotiate joint venture proposals.
Relocated to China to manage the Product Development of a newly established joint venture in China.
